Improve Training Effectiveness and Efficiency

 

Training Needs Analysis (TNA) and Training Systems Requirements Analysis (TSRA) in the defense industry are crucial to operational readiness and mission success.  After all, a highly knowledgeable and skilled crew is needed to operate, maintain and support the various systems.  In August 2011, the Air Force Space Command Audit Agency concluded that "timely completion of Training Systems Requirements Analysis (TSRA) will lead to more effective trainers and reduce acquisition costs by $101 million over 5 years".

Training Analysis along with Live/Synthetic Option Analysis as well as Manpower, Personnel and Training (MP&T) are typically conducted for new and emerging systems to fully define training system requirements and identify risks associated with the development and implementation of training. The analysis may also be conducted for existing systems when major modifications to existing training capability are anticipated. Typically, the study is data intensive; involves the capture, analysis, management and optimization of thousands of interrelated variables; and generates comprehensive sets of reports.

The value of the analysis is, however, not limited to the initial build/planning phase. The lack of knowledge/skills can lead, for example, to poor performance which may result in higher sustainment costs and missions abortion.  Since Training Requirements are derived from the various Tasks that individuals perform and are closely linked to the systems that they use, Training Requirements are not static. They should be updated as Tasks, System, Sub Systems or Policies are modified or performance deficiencies detected. This, in-turn, implies that the data, assumptions, analysis models, etc., behind the reports are extremely valuable, should be stored in an open (non-proprietary) format, be readily accessible for future updates, and easy to modify by any analyst.

Minimize Duplication: 

  • Common measures such as hourly rates of developers, instructors and support staff; time needed to develop and support courses; per diem and travel costs; etc., can be stored in templates to quickly and accurately forecast money and resources needed for one or multiple courses.

  • Knowledge/Skills (KSAs), Job Aids, Policies and Tools are automatically compiled under each Project and Job to minimize duplication as well as facilitate management and reuse. Each item can be assigned to multiple Tasks/Objectives.
